摘要：An objective of the present invention is to create a management plan whichdoes not change a management completion site from the original plan. Operating

schedule information which is stored in advance in a storage unit is read, each path from astart site to an end site of each route which is included in the read out managementschedule information is respectively represented as one node, and routes which may bemanaged in sequence based on site and time are connected with links, creating a networkmodel. A node, which represents a route to which a plurality of resources may beallocated, is added to the created network, and a link is added which connects the addednode to another node, while taking into account a location whereat it is possible to carryout a merge or separation operation, thus updating the network model. In order tosatisfy predetermined conditions (a condition of assigning resources to all routes and acondition of not changing the management completion site from the original plan), apath group is derived which encompasses each node of the network model, thus creatinga resource management plan which executes a delivery service.
